Having elections for the sake of it, as in one election every year, even if there's no problem with how the current moderation is being performed, isn't the philosophy, and I doubt would happen. Reviewing it each year to see if it's necessary, however, would be normal. But elections are only caused by a real-world necessity for new bodies in moderation, there's no point taking on however many new moderators every year without a demonstrable need for it.
