Why are some questions highlighted with a blue (now yellow) background?
I believe it is questions tagged with your "Frequented tags" that are listed at the top right of http://drupal.stackexchange.com.

Can we delete the "nod" tag?
I merged "nod" and "node", not as a synonym, effectively deleting it.

My reputation was decreased when I down-voted spam answers
You get a -1 for downvotes. If it is spam, flag it; don't down-vote it.
