What does this number means, in the "low quality posts" page?
All posts start out at 100, and then a heuristic calculates the score. Only posts with a score <80 will appear on the /review page.

Are votes for a question migrated together the question?
The votes are preserved on the destination site - they'll be cast by the Community user.

Block the "drupal" tag
Indeed. We do have a concept of a tag that could be applied to every question on the site and gets stripped on a migration.
I guess it makes sense for drupal to be added for this site, eh? (:
